Jim Pillen's support of a bill that would change the state's system of allocating electoral votes from one determined by individual congressional districts to one that would award the state's five electoral votes to the statewide victor. Nebraska Democrats vehemently fought back against this electoral change before the legislative session ended earlier this month and the measure didn't advance. If Nebraska went through with its change, Trump would likely win the state's entire share of electoral votes, given its strong GOP orientation. But if Maine also switched to a winner-take-all system before the 2024 election, Biden would be heavily favored to win all of that state's electoral votes and would thus win the Electoral College (270 to 268). Maine Democrats — who control the state legislature — had generally not spoken of tweaking their electoral allocation system ahead of 2024.

As things stand now, 48 states are set to allocate their electors this November according to the winner of the popular vote in their state. There, electoral votes are partially divvied up on a proportional basis. In Maine, two of the state’s four electoral votes go to the winner of the popular vote, while the other two are split between its two congressional districts. Biden won that election with 306 electoral votes; the Nebraska elector did not make a difference. Which is why Nebraska Republicans have launched an effort, backed by Trump, to end its quasi-proportional allocation of electoral votes.

CNN —Former President Donald Trump and his allies have ramped up pressure for Nebraska lawmakers to change the method the state divvies out electoral college votes, an effort that underscores just how narrow the race for 270 electoral votes could be in the November rematch with President Joe Biden. Conservative activist Charlie Kirk kicked off the effort on Tuesday, sending a message on social media urging Nebraska Republicans to act. For weeks, the Biden campaign has had its eye on Omaha and its one electoral vote. For all the talk of Biden’s blue wall of Wisconsin, Michigan and Pennsylvania, winning all three could still leave him short of 270 electoral votes. The 2020 census changed the map based on decreasing populations in Pennsylvania and Michigan, so one of Nebraska’s three electoral votes could become critical should there be a 269-269 tie with Trump.

CNN —US politics is now split by a fault line over Russia that could have far graver global implications even than condemning Ukraine to defeat after President Vladimir Putin’s invasion. Trump has also not repudiated his recent comment that he’d invite Russia to invade NATO nations that fell short of non-binding targets on defense spending. (AP) — Nebraska would become one of the last Republican-led states to enact a so-called “stand your ground” law under a bill presented to a legislative committee on Thursday. Thirty-eight states — including all six of Nebraska's neighboring states — have stand your ground laws. Last year, Nebraska lawmakers passed a bill allowing residents to carry concealed guns without a permit. (AP) — One state lawmaker wants Nebraska to take measures to protect it from cyberattacks. State Sen. Loren Lippincott presented a bill Thursday to the Legislature's government committee that would give the Nebraska State Patrol $200,000 to hire “an ethical hacker.” The hacker would spend his or her days trying to break into the state’s computer network, as well as election equipment and software, to find any vulnerabilities in those systems. His bill also would allow hiring a security company that provide hackers to find weaknesses in the state's system. Lippincott presented the bill on the heels of FBI Director Christopher Wray's warning that Chinese government hackers are targeting critical U.S. infrastructure, including water treatment plants, the electrical grid and transportation systems. If advanced, they would have to survive three rounds of debate to be passed in Nebraska's unique one-chamber Legislature.

COLUMBUS, Neb. (AP) — The Nebraska State Patrol is investigating after a police officer fatally shot a 17-year-old boy. The shooting happened Tuesday afternoon in Columbus, an eastern Nebraska town of about 24,000 residents. A news release from the patrol said police were called to a welfare check for someone after receiving a report of “potential self-harm.”The shooting happened during the welfare check, but neither the patrol nor Columbus police have disclosed details. The news release said the police department asked the state patrol to conduct the investigation.

(AP) — Conservative lawmakers who want to intertwine religion with school curriculum in Republican-dominated Nebraska presented a slew of bills Monday to the state Legislature’s education committee. Another measure would change school funding to loop in private school tuition while forbidding the state from interfering in private schools’ curriculum or beliefs. The bill introduced last year was among those that stalled as conservatives focused on passing a bill to allow taxpayer money to be used to fund private school scholarships. Others argued Erdman’s bill would hurt funding for rural school districts like his own, which has fewer than 350 students. Under the bill, out-of-state teachers could gain Nebraska certification by taking a knowledge-testing exam they must pass.

(AP) — Two off-duty police officers in Nebraska's largest city shot and killed two men in an SUV, though authorities have provided few details about the confrontation. The two Omaha officers were working at a local business at around 2 a.m. Saturday when they opened fire on the men in the SUV, police said. The men, 26-year-old Fernando Rodriguez-Juarez and 28-year-old Jonathan Hernandez-Rosales, were taken to a local hospital with life-threatening injuries and later died. Police said they found a handgun in the vehicle, but they didn't say whether there was anything illegal about that or what led the two off-duty officers to shoot the men. Police also haven't said whether the two officers, whom they haven't publicly identified, identified themselves as police to the men or whether they were wearing their police uniforms.

(AP) — An effort to enshrine abortion rights in the Nebraska Constitution is being launched, following on the heels of successful efforts in other reds states where Republicans had enacted or sought abortion restrictions. Protect Our Rights, the coalition behind the effort, submitted proposed petition language to the Nebraska Secretary of State's office late last month. That's proving consistent in other states where voters have backed abortion rights — including in Ohio, where voters last week resoundingly approved an amendment to the state constitution to protect abortion access. Paige Brown, a spokesperson for the Nebraska Catholic Conference that has lobbied hard for abortion restrictions, telegraphed that abortion opponents are aware of the public pushback. Ashley All, who helped lead the effort in Kansas to protect abortion rights, echoed that warning, noting Kansas voters rejected that state's anti-abortion effort by nearly 20 percentage points.

(AP) — Navigator CO2 Ventures announced Tuesday that it is putting on hold one of the two biggest proposed carbon dioxide pipeline projects in the Midwest so it can reassess the project. The company withdrew its application for a key permit in Illinois and said it it was putting all its permit applications on hold. The proposed 1,300-mile (2,092-kilometer) project would carry planet-warming carbon dioxide emissions from more than 20 industrial plants across South Dakota, Nebraska, Iowa, Minnesota and Illinois. The Illinois permit is crucial because that’s where the company planned to store the carbon dioxide underground. The Summit pipeline would carry carbon dioxide emissions from more than 30 ethanol plants in Iowa, Minnesota, Nebraska, North Dakota and South Dakota.

Crop Watch farmers in western Iowa, Kansas and southeastern Illinois reported fast harvest efforts last week. The Minnesota and eastern Iowa soybeans are in progress as of Monday, and the South Dakota soybeans could also be started on Monday. So far, the Crop Watch harvest is faster than a year ago but slightly slower than two years ago. The producer cites the longer-season variety of beans planted in the Crop Watch field that were able to take in late-season moisture. (AP) — As Nebraska's new law restricting gender-affirming care for minors goes into effect this weekend, families with transgender children and the doctors who treat them are steeling themselves for change. A key aspect of the law is a set of treatment guidelines that has yet to be created. Minors who already receive puberty blockers or hormones are allowed to continue the treatment, but new patients who are minors are largely banned from starting. At the time, Nebraska lawmakers were locked in a contentious battle over the proposed transgender health care ban, which touched off an epic filibuster that slowed the session to a crawl. At least 22 states have enacted laws restricting or banning gender-affirming medical care for transgender minors, and most of those states face lawsuits.

(AP) — Investigators say the blast that prompted evacuations near Union Pacific's massive railyard in western Nebraska last week appears to be accidental, but it's not yet clear what caused it. The chief investigator for the fire marshal’s office, Adam Matzner, said Tuesday that investigators haven’t found any sign of a criminal act connected with the explosion, so the incident appears accidental. A spokesman for the Federal Railroad Administration said Tuesday that he couldn’t provide any additional details about the agency’s investigation. North Platte is located about 230 miles (370 kilometers) east of Denver and about 250 miles (400 kilometers) west of Omaha. Union Pacific is one of the nation's largest railroads with more than 32,000 miles (nearly 51,500 kilometers) of track crisscrossing 23 Western states.

(AP) — Nebraska authorities said they don't expect any lingering problems related to Thursday's explosion of a railroad shipping container carrying an acid used to make explosives because the chemical largely burned off and any residue was contained at the scene. No one was injured in the blast at Union Pacific's massive railyard in North Platte, and no structures were damaged. But Thursday's incident in the Union Pacific railyard was nothing like that. He said the other container that burned in the fire likely contained memory foam — not another hazardous chemical. Union Pacific was able to continue operating part of the railyard throughout the incident, and full operations resumed after the fire was extinguished Thursday evening.
